I never assumed you weren't. It is just the scenario. You are 18 and most parents give you more freedom, you are also probably experienced with driving as well. What that parent would do in this case is suggest getting it and stress it on you until you cave in. What is sounds like is she picked a date and told you you will be there getting it and there is nothing you can do about it.

It is also the reason I said I was slightly doubtful because I know nothing about you or what goes on in your house. Hell, Kismet even doubted. If you took the time to put in more detail without making a wall of text, this wouldn't have happened.

maybe it is different between countries. or states... i know in michigan you get your drivers license at 16 and permit at 15 so im not sure if thats the same in  every state but from what i thought it was.... i would know since i am 18 now.
