MW3 server down for me! 26/1/2013

Hello, I was playing MW3 multiplayer today on steam for the pc version but when i click on 'play', it was connecting to online services but after a while, it says service is down! so I checked the status of the server its still DEFCON 5! The server is working but i cant connect to it! I live in Singapore. Is it because of my location?
