Little girl cry/laugh under Pylon?

When you are under the Pylon it is possible to hear a little girl either cry or laugh, pretty sure its laugh like little giggles.

Thought it mat have been just me because I was Misty but other players could hear it.

Easier to hear when opposite the Nav Card table.

What could it be?
