Quick Scoping needs a counter.

I don't know about you guys but it really annoys me that the sniper rifle is really effective at long,medium and close range, all because of quick scoping, snipers running up battlefields and taking people out one by one. I think there should be a counter for it. A few times in my previous game, when I turned a corner and ran into a sniper, i'll usually get the first hit with a submachine gun but then he will clean me with one shot even after he was hurt. Snipers should be used for medium and long range but not for close quarters which it is quite effective at. My idea to counter quick scoping is 'while the sniper is aiming down scope if he recieves damage, the scope should slighty return back to resting position away from the eye but while still holding the sight aim button it will return back to scoped view maybe 0.2ms after being hit. I'm not trying to stop quick scoping completely, if people can pull it off at long and meduim ranges fine but its making snipers dominate the game that they can do it at all ranges. The delay would allow people with submachine guns to kill snipers at close range if the de-scope occurs, but people will probably think that its unfair? but thats the point, snipers are not meant for close range combat, its seriously difficult for a submachine gunner to kill some one in the far distance unless you burst single shots which can take a seriously long time to do concidering damage and range also the sniper can just get up and walk away before you even get enough hits in. What do you guys think should be done about quick scoping if you deam it as a problem?
