what are the member requirements for lightweight / middleweight / heavyweight?

i know ive seen this some place on the elite site but i cant find it thanks for the help

Lightweight - upto 10 members
Middleweight - 10 to 50 members
Heavyweight - 51 or more members
Not sure if there's a minimum number required to start to be eligible for lightweight
