Is anyone ranking their BOPS2 clan up already? (ps3)

I do not see any ops or challenges up for BOPS2 yet, and I keep hearing people talking about how they are already ranking up their clans.

Sounds like they are either lying, or there is some issue with many of our systems.

Do we need to pay for Elite again for BOPS2, or are we still covered?
