Are the bus delivery a pictonary game?

Does anybody think that the bus delivery are a Pictonary game and we supposed to put all the pieces together to come out with a sentence.

    well in a way yes but i think we have to find them and take pieces from them and build some sort of machine

      or device.     the pictures show differnt locations so it is a puzzle that showes in what order in which we ( the players ) get items like the "riot sheilds" and/or the new wonder wepon. "when you need some help they reach for the rootbeer shelf"-doubble tap jingle
