Black Ops 2 Map packs included if purchasing ELITE?

I was wondering, if you purchase ELITE before the release date do you get all the map packs of Black Ops 2 just like when MW3 was released?

    I think people seem to believe that maps and Elite will be seperate, but I believe that Maps will come with Elite premium.

     

    But you dont have to pay before the game is released to receive the features of Elite premium, you can buy it at anytime and still receive the same stuff.

     

    So don't panic you won't miss out for buying after release.
