Tactically Inserting Thickscopers

Can someone please explain to me why thickscopers lay down tacs and stand on or near them all the time? This is something I come across in virtually every ground war game, and I can't for the life of me figure out why they do it. It's nearly always out in the open as well, for example just played a game on Bootleg and the killcam was a thickscoper in the middle building at the bottom of the stairs standing on his tack being killed by an RPG. Doesn't cause me a problem, it's easy kills. Also quite funny some of the stuff they pull to try and avoid instadeath, throw knives, halo jump, spin round etc. Most things I come across in this game, however absurd they are, I can make sense of in some way. Not this.
Cheap as it sounds, if I kill an enemy near a hostile tactical insertion I'll wait around for them to respawn and knife them as they spawn - I've been doing that since MW2. It's a free kill and always will be.

Which is why Black Ops had it right with giving you the opportunity to cancel your tactical insertion.
Their fault for placing the tac insert in a poor spot.
Sitrep makes every spot a poor spot.
Was it on kill confirmed and they were doing it to recover their own tag? Isn't that worth more points or something. I don't play that game mode a whole lot.
