how do you create a second account from another region?

I tried to do this but either i can't figure out how to create a second psn account or i cannot change my region (which i think it told me i wouldn't be able to do when i orginally selected my region)

All you need to do is check your region on the side of your game's case (usually below) it looks something like BLES - 01428.

Then you need to go to psn store and search for mw3 content, once you find the free TERMINAL dlc press download and a download list with different options will come up.

If you're looking for the bles - 01428 region code its the last option, download it and it should work just fine.

Soime people say that when u access the psn store through mw3 the content is empty, i suggest quitting the game and accessing store through the console's menu.

the console's menu still does not offer the correct code! when i orginially set up my system i chose america because it would not let me pick austria and keep the system in english.  now it only offers me american add ons.  i get blus - 30838. i created a new user and picked the uk and can find the correct code: bles 01428 but it will not let me download content with this user account! the disk itself comes from the UK.

yeah I can't download it too but my problem is not about the country or region. When i said yes it loaded the store but then iti said there is nothing to download. can anyone help?
