1v1 Boosting with (1) guest?

So I played using pistols in HC and was owning this guy who has a 4.97 KD and then he started camping with sit rep pro and I called him out etc (typical xbox live fussing) So I go and check his ELITE and his last 8 games he has been boosting in 1v1 with his (1)guest split-screener. I'll send PMs with his gt to anyone who knows how to get him reset/banned.
