I'm an payed elite member and founder. When I try to download the newest maps (All of them since Aground) I hit Store, and the DLC Depot shows up. After that, when I hit either Download All Available or Go to Store -> Download Elite Content, it only shows up with Elite Drops 1-6 (Piazza, Liberation, Overwatch, Black Box, Black Ice, and Negotiator). I have downloaded all the maps up to Artic Recon.
