Old Map Terminal in Mw3 first on Xbox, Why?

Why do we have to wait for old maps ( and Terminal wasnt a dlc map it was an original map within the multiplayer) and why does this map covers the damn contract of downloadable content of Mw3? I thought that it applied only on New Mw3 maps
