Im posting here because I can't post in the elite forums because I have a problem in registering

The Problem is that when I try to link my Call Of Duty Elite account with My Xbox Account, It gives me an Error 500

I am South African, Yes we do have Internet, but limited speeds, Want I need to know is , Is cod elite available here?

And if it is not avaliable then how come I saw a south African with cod elite as his most recent application used?

When I asked him, he Said that you need a USA account, What do you think he was talking about, Xbox , or cod elite?

Because I don't remember HAVING to give that detail on either.
