First try windows update to see if it can recognise your graphics adapter - if that does not do the trick then....
You need to find out specifically what graphics adapter you have, then you need to get the specific drivers for the adapter (usually from the manufacturer's website) Check your machine specs for the graphic adapter info.
If you cannot find any info for your graphics adapter then it's probably some horrible cheap thing that Windows does not properly recognise. If your machine is a laptop - you're buggered - otherwise go and buy a decent graphics card.
Then you may still need to re-install DirectX (available from Microsoft).

im a little new to the whole concept but how do i check my machine specs?
and when i go into device manager it just says standard VGA graphics adapter and im told that that is the name given to undetecable adapters which isnt so great:L. ill look into drivers for my adapter but its a little hard when my graphics card isnt specified. oh and my operating system is 32 bit making everything a little more worse than it alreay is.

If it's a new machine you shoudl have some kind of manual that came with it - or it may be on a media cd that came with the machine.
32 bit operating system is neither here nor there it makes no real difference in terms of device driver support.
If you have a desktop machine - you can open it up to see what graphics card is installed - or it may be an onboard graphics card, in which case you need to find out what motherboard you have - again by opening up the machine.
If it's a laptop - forget it, you probably can't do much about it - but look up your laptop model on google to find out the specs and if anyone else has had similar problems - and possible solutions. By all means lookup your machine on google if it's not a laptop too.

ok ive got a desktop computer which is good.
ill have to open up my cpu but i cant do it today. i told you what motherboard i have but ill have to get back to you with the graphics card.

You really should try to solve the problem yourself - we can only give advice here.
By the looks of it, you need to get a new graphics card, or find the specific drivers for the one you have installed.

Actually you could just reinstall DirectX right from the steam MW3 folder called Redist.
Program Files (x86) (if your running 64-bit windows if not itll be just Program Files) > Steam > Steam app > common > Modern Warfare 3 > Redist > DirectX > DXSETUP.
This will reinstall your directx version for the game if it got corrupted. Your video card shouldnt be the problem and should just be the version DirectX is running with MW3.

Ok you're in luck: as far as I can see there is no onboard video chipset.
( from what I've seen of you post; you would be wise not to mess with ANY of the OC features of this board I might add)
First off: The fact that standard VGA card show up in your device manager tell me the drivers never installed properly. (doesn't mean anything is damaged; just that the drivers aren't installed, therefor unrecognized)
First thing you can do; is UNINSTALL the standard VGA video adapter (right click and choose uninstall, in device manager) and reboot.
when the machine boots up you should see a found new hardware dialog: If given the choice, let windows look online for the driver, and let it install automatically.
If that doesn't do it you will have to take stormproops advice and search/install it manually.
and it never hurts to update DirectX: Especially when re-installing an OS.
In fact you should do ALL windows updates, before you install anything else.
