IS CALL OF DUTY GOING TO STILL HAVE A CONTRACT WITH XBOX SO THEY GET THE DLC'S 1ST?

can someone help me i want to know if xbox is going to still have a contract with call of duty so they get the content first please help im with ps3 and i think it is unfair for ps3 users
