A similar bug hit Xbox when they received TU 16 on Tuesday. I never did see a Dev or our new Community Leaders throw down but Maccabi was on the case.

patch 1.16? i just got patch 1.15.

You can play on collection 1 but i can't get to the PSN Store to download Collection 2 that i pre-ordered. So i am waiting on the fix for PSN to start working again so i can download my Collection 2.

Just joined here to report the same issue. Downloded and installed the missing DLC, same issue, Still get the message, and maps still not available to play.

Isn't it exactly what the patch should do? What did you expect? - Some fix?

Never happened, never will. It's always about getting to a lower bottom.

I have been experiencing this problem since I downloaded and installed both map pack 1 and 2 last weekend.  I spent a lot of time looking up a ways to fix, but nothing seemed to be working. I tried a lot of the above mentioned methods and reinstalled what I thought was all the required content numerous times. But then after reading the step-by-step guide to fix the problem for Xbox360 players (who unfairly get more love than us) I began to suspect that I missing something. I then went into the PSN store and found that there was a free add-on (Call of Duty: Modern Warfare 3 - Free Drop 1: Erosin/Aground) that I hadn't downloaded. While I doubted that this piece of free content was the solution to my problem, I decided since I had tried everything else to see if downloading and installing it would fix the issue. And sure enough it did! So, if you are still having trouble playing your DLC I strongly recommend downloading Call of Duty: Modern Warfare 3 - Free Drop 1: Erosin/Aground Add-on from the PSN.

** In a semi-related note it would be great if PSN and Call of Duty could work together to make a DLC Depot like Xbox Live has.

(this is for non-elite members)  Delete the MW3 file from Save Data Utility and also Save Game Utility in the PS3 menus. Use the triangle once you select the file to access the delete propmt. . Then go the real PS3 Store (not the one you can access via the MW3 multiplayer menu) and select the DLC 1 pack. It should say that you already purchased it and thus owe no money. Don't do a batch download. Scroll to file 6, the access key file. Select that and download it and it installs. Now one by one in order download the other DLC 1 maps and have them install (skipping 6 because you did that already) Also download the free face off maps (there are two bundled as one download). Then open MW3.  It will redownload patch 1.17. you should be asked to readjust screen brightness and size. I had to reset look inversion and sensitivity but everything else was saved.  I also downloaded DLC2 in the same way after downloading and installing all DLC 1 content and the free face off maps (but obviously not deleting the save data utility and save game stuff since that would delete the DLC 1 that I just downloaded).
