Anything I can say to convince a friend to use stealth perks less often?

I would try to tell him to switch his secondary out, use a stinger then when UAV's come up and you dont have assasian shoot the UAV and boom one point to your killstreak
then with the second perk slot open he can use hardline (if he runs like a MP7 or UMP etc) and get killstreaks even FAST espec with 2 assists counting as a kill with hardline proif he uses assault rifles quickdraw can be a life saver
also as a first perk Recon is HIGHLY under rated, when you hit a enemy with explosives (grenades, stuns, flashes,barrels, etc) they are painted on the radar like a black birsis up for a short period of time, get pro and even hitting them with ONE bullet as they go around the corner will mark them, to top it off they are marked for the WHOLE team, combine that with hardline pro and you can get mad assist/point streaks cuz if a team mate can see where a player is (espec if they use assassin) and what direction they are facing if they can they will kill that player.,
and specalist is an AMAZING strike package, if he really wants to use those perks just tell him to swap out assassin for hardlne, then when ever he dies his first kille or UAV/air support destruction will get him his assassin then he can still get 2 extra perks with more kills, and trust me once you have the specialist bonus you feel like a demi god
plus you get 2x XP for all kills past that point, not to mention everytime you earn your perk its extra XP and counts towards challenges so it can really speed up leveling -

Leave him be.... I'm sure he's more than aware of the benefits other perks bring.. Maybe he feels blind eye and assassin bring him more success.

you would be amazed how many people dont realize how good a perk or perk combo can be like the recon/hardline combo, I rarely have to use blind eye or assain cuz I run stinger and beleive it or not I have found alot of ppl that didnt know destroying a UAV is one point streak, alot of players actually just run what they see everybody else doing and majority of ppl run assassian/blind eye
