I am fairly confident there will be no elite for the pc gamers on Black Op's 2.
The whole reason behind pc players not getting Elite for MW3 as stated by Activision on there support page, is because "the pc platform is a open platform" meaning they cannot secure it from cheaters.
The reason they cannot secure the game from the low life scum who like to use cheats is because they are using VAC (Valve Anti Cheat), as it barely detect's cheaters or ban's them although recently it has banned some but not many.
I also think the reason they are using VAC is because of the issues between Punkbuster and Steam as it can cause issues when you enable the Steam overlay option for PB protected games, which happend with Battlefield Bad Company 2 as that used Steam and PB but in order to play the game if you bought it on Steam like I did was to disable the Steam overlay, until Dice, Valve and Evenbalance worked out the issue and fixed it.
Due to the lack of support from the developers of Call Of Duty and there lack of abillity to fix problems in the game, I can say they would not be willing to fix the issue between the game engine, PB and Steam so therefore we cannot have a game that does not have cheaters on it.
Due to the lack of a real anti cheat system, Elite will never work how it is intended on the pc because even if Black Op's 2 has ranked dedicated servers which up to now, has not been confirmed or denied you will still have admins who will kick and ban you for being better than them but they will just say you are cheating.
For the competitions on Elite that the console gamers get now, on the pc we would never see them because of the simple fact that NO ONE can be confident that the servers, will be cheat free meaning all it will take is for say 8 out of the 12 players to quit the server saying someone is cheating, and all because they were better than the other players meaning that competition is over.
I would have liked to see the Elite feature come over to the PC for my own reason's but, I am 99% confident we will not see it anytime soon atleast not until they sort out the anti cheat system.
