What I think Black Ops 2 Perks should be like

Tier One:

Ghost - Immune to Spy Planes

Pro - No red name when enemy spots you.

 

Stopping Power - 40% more bullet damage

Pro - 40% more Grenade damage (ex. Grenade launchers)

 

Profacy - Have two proficencies on your primary weapon.

Pro - Have two proficencies on your secondary weapon.

 

Flak Jacket - Reduced damage of explosives

Pro - Reduced fire damage.

 

Hardline - Earn killstreak with one less kill

Pro - Every 2 assist counts as kill + Double tap (X) to change content of Care Package.

 

Overkill - Have two primary weapons

Pro - Have attachment on second primary

 

Tier Two:

Sleight of Hand - Reload speed 2x faster

Pro - Swich weapons faster

 

Stealth - Plant/Defuse a bomb faster.

Pro - Capture an objective faster.

 

Steady Aim - Better accuracy when firing from hip

Pro - ADS 2x faster

 

Scout - Hold breath longer

Pro - See enemies from longer distance

 

Detection - Explosive damage shows up on radar

Pro - Hits from weapon show up on radar

 

Inforcer - Heal from bullet damage faster

Pro - Heal from explosive damage faster

 

Tier Three:

 

Ninja - Silent while moving

Pro - Climb obstacles while silent

 

Marathon - Run for a longer distance

Pro - Run for a unlimited distance

 

Optic - Reduced Flashbang and Concussion damage.

Pro - Grenades can get past Trophy systems.

 

Hacker - Enemy equiptment glows red

Pro - Hack enemy equiptment and boobytrap carepackages.

 

Scavenger - Resupply ammo from dead enemies.

Pro - Extra mags when spawned + Resupply grenades.

 

Unreveal - Turrets such as Sentrys can not spot you

Pro - Can not be seen by helicopters.

    Nice Perk set up, I could see me using Hardline, Inforcer and Unreveal. I would concider Stopping Power though double bullet damage seems excessive. Prehaps 40% increase like it was on other CoD's. Also beware putting Scavenger and Hardline in seperate tiers. It means people have ammo to get kills and get kills quicker. Other than that, nice perk list

      Hardline and Scavenger have never been in the same tier. I believe everything looks great but instead move flak jacket to the third tier and move Unreveal to the first tier that way people have to choose between not being seen by helicopters or not being seen by UAV and then Stopping power wouldn't be needed.

        They [Hardline and Scavenger] have been in the same tier... look at Black Ops 1, tier 1.

        Tier 1 Black ops 1:

        Lightweight

        Flak Jacket

        Ghost

        Hardline

        Scavenger

        You don't need Stopping Power to counter Ghost. Stopping Power itself is overpowered.

         

        The best and most balanced way to counter Ghost (Not Assassin) is to put Hacker and Ghost in the same perk slot. This way a player can't be totally undetectable. The Motion Sensor is the ultimate foil to a Ghost in Black Ops. Take it from a Ghost player.

         

        Blind Eye is stupid IMO. Locking on to a killstreak faster? Do you know how hard it is to get some killstreaks? Ghost should make a return with a few differences:

         

        Ghost: Immune to UAV. Ghost Pro: Immune to Sentry Guns, 50% immune to Airborne Killstreaks.

         

        With 50% meaning that the killstreak, while not killing outright, will still cause injury. Maybe 75% immune. There HAS to be some kind of counter to airborne killstreaks. Being able to survive 2 airborne assaults is enough for one to either find shelter or be killed.

         

        Couple this with Ghost NOT being immune to Motion Sensors or Portable Radars and having Hacker (which is) in the same perk slot and you have a balanced stealth class.

         

        I also think Portable Radars AND Motion Sensors should be in Black Ops 2. PRs should be seen by everyone with a limited duration with 2 or 3 per load out, and the the traditional Motion Sensor, 1 per loadout. This way you have a counter to campers and Ghosts, and a double whammy for Ghost campers.

         

        Lastly, I think Airborne Killstreaks should only take 2 rockets to destroy at most.

    Stopping power is always going to be overpowered. Unless you reduce the damage increase. Pro seems overpowered, though. There must be a counter for stopping power too.

    No stopping power, I don't won't that to be the dominant perk again. Ghost is fine having it only counter spy planes like you have it. Overkill, Scout Underpowered. Stealth useless in some gamemodes. Flak jacket pro should be changed since I heard there will be no lamethrowers in BO2. Unreveal moved to tier 1. And my biggest problem with this list is that most of these are from old cods. New perks please. I don't want yet another copy and paste cod.

    why do you all assume that perks will be in the games? nothing has even been confirmed and everything you have heard, if nto by anyone with associoation with activision, treyarch, call of duty, etc are all rumors
