Activision is the reason these games are churning out like clockwork. Another one every year. Exactly how much influence they have is hard to say. From what I've heard however, some of these things are in Activision's hands, such as Map Packs and Beta decisions.
Oh well, I don't think Activision should have anything to do with Treyarch's game, they are terrible, unlike Treyarch. It's like Optimus Prime working with Megatron, which always ended up terrible in the cartoons >.<
Personaly I would LOVE an Open Beta for Call of Duty: Black Ops 2! Who wouldn't? It is also true that
Infinity Ward and Treyarch, would be able to patch more glitches and bugs that they probably wouldn't find on their own. But one concerns that Infinity Ward and Treyarch might have, is that it might influence potential buyers in the wrong direction. And that the buyer might be thinking that Black Ops 2 is going to be an awesome game, and when they try the Beta, they will quickly change their mind about getting the full game, and then everyone involved in the Call of Duty: Black Ops 2 game will start to lose sales. But like I said before I am all for an Open Beta.

I belive that if you have or are going to pre order black ops 2 that you will get the beta first then after how ever long it will be released to the public
hope there is an open beta so we can get a taste of black ops 2
