There hasn't been one good reason why people hate Downturn. Not one. Flow to the map? Hate to see you guys in a real war. Not all battlefields should be designed for you to smoothly move around... Too many camping positions? Never really seen a successful camper in any map really. All honesty, I can say Downturn my favorite map. There is so much to it, that it's fun to actually challenge yourself for once instead of having so much consistency with other maps. I love practically all of them, but to downplay Downturn is stupid.

Worst map in MW3 is Carbon... Downturn is at least playable, but Carbon is one of those maps they threw down some buildings, then blocked out the sky with dust, and decided there still wasn't enough clutter.

I don't like it for killstreaks. I'm still good on it, but because of the buildings and then the underground part, it's just not my ideal map for killstreaks. It's ok for dom though.

Yes, Rust was just awful... but Downturn isn't the second... you're forgetting quite a few World at War maps. Some of those maps were just awful, especially after they removed tanks in Hardcore.
