Is this what a modded controller looks like?

So I haven't seen many modded controllers. Not sure if this is or isn't. Need your opinion. There were two guys that essentailly had the same Gamertag both running around with the semi auto sniper RSASS. I've never used the RSASS so I'm not sure what the fire cap is like for a fast trigger finger.
Let me know what you think.
My opinion is that's too fast to be anybody's trigger finger, short of Flash Gordon.
They were definitely using modded controllers.
It looks like - but it's hard to tell from a video with any certainty. One thing guys with modded crontrollers will do is put a silencer on the weapon to hide the rate of fire. The other "tell" is how well they mantainin consistency with the rates of fire. I'm pretty fast, but there's always a delay or slipped finger or ryhthm change.
If you suspect them - mute, avoid, block and report - then forget about them.
Yeah I'm not worried about running into them again I already reported them. Was just hoping that I wasn't going crazy. There really should be an option to report in game though.
It's not neccessarily a modded controller. There are several officially licensed rapid fire controllers on the market, and there are non-official turbo-fire 2 controllers sold at target. There's probably thousands and thousands out there. They achieve the same result as a modded controller. I don't think it's fair to punish someone who bought their controller at target....
Rapid fire is cheap and cheating in my opinion. If Microsoft wanted you to use it, they would have included it on their controllers.
I would say that's a yes unless you were playing against Clark Kent.
