Can someone please help me?

So I was wondering if I were to buy Call of Duty Elite Premium tomorrow, would I still get the DLC Map Packs when they come out? What if I were to buy after they came out? Do you get them at any time when you buy Call of Duty Elite?

 

Also if you anyone knows release date on PS3 DLC, what's the date?
