The way I see it it is if you drop someone into second chance and I finish them off then I should get the kill because in MW3 all a second chancer has to do is lie there long enough and they'll get back up, plus they have their primary to do real damage. At least in BO they needed to be revived and only had a pistol. It's probaly not a popular view but I think second chancers in MW3 fall under no such thing as a stolen kill rule.
I see it pretty often, what with all the children playing this game. I personally hate final stand because of how it lets you use your primary. Spam a Barrett .50 cal with one hand while laying on the floor? Yeah, very smart Infinity Ward.
I've always hated it throughout CoD4 up untill now.
It just got worse an worse throughout each installment, before they couldn't move, then they could move, then move and get revived and now move, get revived and have a primary weapon. Next game, they'll probably allow them to fly all over the map and have a painkiller boost on.
It's a death streak for a reason children, I fought someone who used it, they caught me off guard the first time, afterwards I killed him 5 times straight in a MOAB run, FOUR of them when he dropped into Final Stand while he used a P90 no less.
If you can't get the kill for someone in final stand, you don't deserve it if someone else has to step in and finish them off.
