Blast Shield nerfs explosive damage to 55% as opposed to Black Ops Flak Jacket that nerfs explosive damage to 35% and also puts a cap on the maximum amount of damage a single explosive can deal to you.

However, Flak Jacket pro was hard to get and completely useless as no one really used frags/flamethrowers.  Blast Shield Pro doubles as Tactical Mask as it reduces the effect of all flashes and stuns to 50%.

I'd say it's a pretty good perk (especially in Drop Zone, try playing that game mode without BS and watch as you get cross-the-map tubed).

I wish they had made the blast shield more like the flak jacket. In hardcore there is nothing to counter any explosions. ( yes you can use the trophy system, but do you really want to carry that around with you all the time???) Blast shield doesn't work. Atleast with the Flak Jacket in hardcore for BLOPS you were able to survive one explosion. Since there isn't any counters to explosions in Hardcore, you get those players who are toob happy and that's all they use. making the game unenjoyable. It just ruins the game for me.
