What are Hardened & Prestige Packages in MW3?

I saw a tweet made by fourzerotwo that said

"Hardened Package is Prestige 8 I believe, and Veteran Package is unlocked at Prestige 10."

I think those are the Title & Emblem packages -- there's a set of 1 each on the Regular,Hardened & Veteran packages. You unlock them in the Prestige Shop
