He was allowed to be free as long as he kept himself to certain agreements. One of those agreements was to leave the town as soon as possible, but nobody knows how long that "soon" is/should be. Now his whole neighborhood is against him, because there are a lot of children around and psychologists said that the chances of the pedophile to commit a crime again are very likely.
IMO, they should just be kept in prison until they have a place to live elsewhere. No waiting for a house while living next your victim, a school or whatever.
