BRLCV1, maybe can you try to do the following, just taking guesses;
1) Try to update or reinstall DirectX.
2) Run dxdiag and confirm it can do all the tests OK (so we know if it's the game or your direct X)

3) Run the 'verify files' command from Steam on the game; described here https://support.steampowered.com/kb_article.php?ref=2037-QEUH-3335

If all that doesn't help, can you describe the problem in some further details? Maybe the exact error or a screenshot?
