update error 31/1 (connection time out)

my cod requires an update (so that it disables double xp). whenever i try to start the game a window is shown that says preparing to launch cod and then the the update tries to start(no progress at all).Then, it shows the message : "an error occured while trying to update cod (connection time out)". So i connot play the game if it is not updated. All the other previous updates were successfull until 31/1/13 The zombies was successfully updated. is the problem related to the conncetion between steam and treyarch?
