That's not entirely accurate. I mean, assuming that we're talking about doing well with the weapon (it requires zero skill to do horribly with anything), shotguns require as much skill as any other class, just not really in the same areas.
You have to possess really good map awareness and run excellent routes to avoid being caught in the open by someone with far greater range than you have, you need to be able to get a kill with your first shot pretty much every time, and you need to keep moving at all times. Your perk loadout requires a great deal more than thought than it would with an AR or SMG: using perk 3 as an example, given that you'll pretty much always want Dexterity there, do you burn the extra points for Greed, and if so do you add Extreme Conditioning to work the map faster, Tactical Mask to avoid being stunned/flashed/shocked (pretty much always a death with the shotguns), or Engineer to avoid shocks/betties? You need to be able to instantly recognize when you're about to bite off more than your gun can chew and get out of there. If you get surprised by somebody you can't just spray & pray like you can with other weapons.
So you need the fast reflexes, you need to have good aim (given that your lethal box is going to be large at the ranges you want to engage in), and you need to be very smart about your movement & play style if you want to avoid going negative. Or you can just sit in a corner and go 5-2 in a TDM.
