temp ban for host migration fail is wrong

Thank you so much for not allowing us to play for a certian amount of time if we leave but thanks even more for doing if host migration fails, screw sitting around waiting for your banning time to end because the hosts were **** heads and left the game early, thanks a bunch, ah well **** multiplayer on this game going back to mw3 and zombie mode
