Drop zone is the best game for sit rep pro. Lots of IMS, and tactical insertions. If you are a really good player you could try infected get enough kills to get sitrep then shoot tact insertions. If you were good enough you could probably get it in 2 or 3 games. But probably unrealistic. And quickscoping a one shot kill is way more unfair than sit rep pro.

IMS don't count, no deployed killstreak does.  However, these do: tactical insertions, claymores, betties, trophy systems, portable radars.  I got it all with TDM and it took an age because of the popularity of flash and C4/frag.  Before the fix it was still a poor choice for a third perk because of the bot mentality of players.  You won't need to see highlighted enemy equipment to know where people are.  You were better off with Stalker or Dead Silence.

And how Ninja was not counterable in Black Ops too.  I don't mind not having a counter to Dead Silence, despite my display name, but there needs to be good enough alternatives otherwise we'll all choose the same perk.
