No sleight of hand and steady aim perks in BO2?

I saw a list of the perks in BO2 on a youtube gaming channel (credited through someone who played the game at gamescom) and it was revealed that there is no sleight of hand or steady aim perks in B02.  What is everyone's thoughts on this if it is 100% true?  I personally don't care for either perk and never have. 

I learned how to reload tactically without the need to reload faster and as for steady aim, I'm not much of a shotgun/smg user so hip fire wasn't really convienient for me.

    They're gun attachments.

     

    Fast Mags = SoH

    Laser Sight = Steady Aim

      Sounds interesting. I saw a gameplay of someone using the laser sight and wondered what the advantage was. Thanks for this

    Just to reiterate on Rnmdhx's comments, in Black Ops 2, you will never see a perk affect your weapon. And you will never see an attachment affect your player. They're keeping them seperate so they can tweak everything per gun for balancing.

    No perks that affect the guns exist in BO2. Only attachments affect guns.

      how does Scavenger NOT effect the weapon?

       

      Furthermore, how is its effect categorically different from Fast Mags?
