When I try to play a playlist other than the elite playlist, I am unable to play terminal.  I am told that I have to download the Vertigo map.  I have every other map downloaded, and have downloaded the vertigo mission.  If I play a private match I have every map, but when I play public playlists I have no dlc, not even terminal.  When I try to download terminal again, after removing it from my hard drive, it will download regularly.  Any suggestions?
