You HAVE to scope to quickscope; this means there's quickscoping, sniping (hardscoping) and no-scoping. To quickscope, you HAVE to scope; the only reason it seems as if he didn't scope its because its recorded using threater. Try it yourself in a private match, if you fire before seeing the crosshairs then you're going to miss (unless you get lucky). To harscope or snipe, just stay scoped or find long lines of sight, and to no-scope you can use steady aim and kill people close to you (its often used by quickscopers as they find themselves in these situations.

Quickscoping in general doesn't bother me, I just leave the lobby when its too bad, not because its overpowered, but because I know if I didn't have a delay, I'd probably kill them. If they can kill you with a sniper like that, they can do it with an MK14 or a Type 95, so why complain?
