If you are talking about the titles unlocking in your personal titles list then you will be waiting for eternity as they are not supposed to unlock in your personal titles section as just plain blank titles. they are only for the use of the clan leader to apply for the use of the clan to display the clan motto. so there is nothing wrong with it you only have the option to set your title to the current ELITE tile that your clan leader has decided to use.  This is the response i got from BeachHead in a provate message regarding the issue:

"Clan Titles were originally intended to only be assigned by the Clan Leader and not individually applied by non-leader Clan Members.  Some clan titles below Level 30 have been inadvertantly enabled to be self-applied by non-leader Clan Members.  This will be corrected in an upcoming build push."
