i would say try and get behind a jugg and empty your clip in him but not sure if that would work.

Ive tried on an osprey thing and on the small remote tank thing and still not got it, given up.

I got this about 2 months ago from emptying an entire PP90M1 clip into a recon jugg. had to make sure I dont hit his shield though because then it doesnt count. I am pretty sure  you can still get the title/emblem by shooting a jugg. A tip I started doing was running support myself with recon jug selected and throwing it out for the enemy team to get (since alot of times people choose the osprey over the jugg) and lighting them up as my team threw flashbangs and concussion grenades at the jugg. It took a while but i eventually was able to sit behind him long enough to light him up.
