  is the clan dbl xp just for clan ops or is it for each gamer in the clan?

  The Clan Co-Leader that created your Clan account on Elite activates your Clan Double XP via the Elite Website.

  you clan leader will need to sign into elite and then activate it that way and also the x2 xp is for all clan members
