I am the clan leader of my clan, but I can't enlist my clan into clan operations...

I am the clan leader of FrenchiesAWoman, and my Gamertag is SilentPanic895. I bought Premium on February 15, 2012 and have atleast 2 other premium members in my clan. We really want to level our clan and I found out that you need someone with Founder Status to donate 500 xp or you need to do Clan Operations. But when I go to the Program Guide, it says there are no Clan Operations that I can enlist in. Help plz. Thx!
