how does lag comp really work?

Is this something set statically at game start or is it dynamic and supposed to adjust throughout gameplay? I'm very interested in an offical answer.

Not a bad question. Capp00 put up a good video explaining what it is and how it affects gameplay, pretty decent vid if you haven't seen it.

All I gather is that it's needed in the game, but it can be a lot better than what it is. I'm curious as well to how it actually works and why it's not working right.
