There is (at least) one cheater in each Ground War. Of course, they attack other servers too. It's goodbye to game experience.
Do the designers, IW or anyone do nothing to stop them? Is there any effort made?
It is said that there is a way to report them. I don't even know how to do it. And I don't want to spend time with that.
Will the reported people ever get banned?
I even could believe that some concurence (like BF) is programming the cheats to ruin MW3.

I have spent money for it, for the Multiplayer. Not for playing a hacked game.
