The removal of perks would require something else to keep players around. It would not sink well with most of the cod player base because at this point perks are an important part of the CoD series.
Removing pro perks and perks that directly influence gun battles would be a better option. That being said I don't think perks will be removed. But if someone is going to do something new and risky at this point I believe it will be Treyarch.
Personally I believe it's the killstreaks that diminish the games competitive value, not the perks.
If you don't like the perks why are you not playing barebones?

I suppose the fairest way. is have a separate lobby for it, instead of just making Core players have to play without perks..
Would be interesting to see if there would be much interest in this, as most "competitive" players will use any advantage possible to be the best..
Can’t see them giving up the ability to Aim in .0000002 seconds with their sniper rifles while at full sprint..
Would agree totally with Missing Snorlax to many killstreaks takes away from the game..
Why do you even care? Or do you just like to give Activision money for a game (and premium service) that they keep changing? I have no doubt that COD9 will be any different. And if you say that Trey Arch will make a difference think again because the COD franchisee is property of Activision.
He’s joking right? Nobody is playing barebones for a reason. Like if blops is not the most boring cod everrrrrrrrr already, this would make it go full dull mode if anything. The only perk that needs to go is Second chance pro. They should add the specialist package (best thing in mw3) as playing superman is a lot of fun.

perks for pub ie everyday play but not for competetive play like mlg (something vahns really got an interest in)
