To OP the video you linked was posted before the hotpatch. The hotpatch that reduced the akimbo machine pistols rate of fire was directly related to this evidence.
For some reason when they fixed the extended mags glitch for shotguns the akimbo MPs got a buff. Now I have no love for R. Bowling but we all have to remember that IW is trying to keep this game as fair as possible. That means a rapid response to exploits because the community demands it. However, when you change the coding of one aspect of a game it is bound to have an effect on other aspects.
It's just a vicious circle.
