When they open clan operations threw Elite you'll be able at that point to level up your clan trust me if you go on elite threw your PSN account you'll see CLAN OPERATIONS COMING SOON.

If you have founders in your clan and you did not get the 500 clan xp then they can leave the clan and rejoin they should get a message that they can give the 500 xp to the clan.

As everybody has alread said you get 500XP when a founder joins. This may be harsh for people who missed founder status and I feel sympathetic for you but we can't help that. Also there is currently no set date for release of Clan Operations but a good guess would be it will come with the first map pack. However it had said 'Coming Soon' for a while now so we can never be sure.
