Elite is not functioning properly. It's a known issue, you are not the only one.

I am in the same boat as you. I contacted Activision Support and they filed the case and that my case will be looked at eventually but there is no time table. Good luck.

I am a master presteige, which means all my weapons should be unlocked. They are indeed unlocked in the game, but when I come to Elite to for example change my class, I've noticed their are several weapons I can not select because it shows them to be locked. Anyone know why this is happening?
