As for the Clan Op boosters they should have their entire clan permanently banned they are boosting up their rank and level so it's boosting if your not going to let the tactical insertion one man boosting in kill confirmed slide then why are you letting Clan Op boosting slide? Clan Op boosting is boosting because you rank up all stats while doing it.
