When you buy the full game on either the PC or PS3 there's already multiplayer included in the game. On the PC and PS3 version you do not need to pay access to play with the community unlike Xbox 360 which you need to buy Xbox Live to play online.

If you did not buy the PC game which means you torrented the game then no you would not have access to multiplayer because it's a torrent file
