If I buy the Call of Duty Elite Premium will I get all the DLC maps starting from the January DLC up to this month's DLC for free?

I'm wondering if I will have to buy Elite Premium separately for example If I buy Elite Premium, will all the DLC maps be added automatically to my Multiplayer or will I have to buy all of those separately again ?

I have already completed m4a1 marksman VIII ( i'm at level 70) it said there i need to get 1000 kills with my m4a1 assault rifle, however i've already had 1000 kills with it and yet i didn't receive the emblem for it. Last time i've already finished the challenge for getting 500 kills wih my m4a1 but still i didn't receive the grey colored m4a1 title. is this a glitch or a bug? i don't wanna waste my time leveling up my weapons for titles that i won't get.
